Puerto Rico Driver’s License and the REAL ID

To date, there are 3 authorized driver’s licenses in Puerto Rico:

Laminated Card
This format is still valid but no longer issued.

Digital Card
This format is valid but no longer issued. It was designed to be digital but there is no data recorded behind the bar.

Real ID Card
New driver’s license format which came into effect April 2016.
Real ID compliance licenses have a yellow star on the top right hand corner. Regular driver’s licenses do not and include the phrase “Not for Real Id Purposes”.

The Real ID Act
Real ID Act prohibits federal agencies from accepting driver’s licenses and identification cards issued by U.S. States and Territories for official purposes.  The Real ID Act is the result of the 2004 9/11 Commission Report which found people had been getting in the Country illegally with U.S. driver’s licenses.  The Department of Homeland Security (DHS) announced on December 20, 2013 a phased enforcement plan for the Real ID Act (the Act), as passed by Congress, that will implement the Act in a measured, fair, and responsible way.

Puerto Rico, and 16 other states, have been granted an extension to comply with Homeland Security requirements through October 10, 2017, https://www.dhs.gov/current-status-states-territories. Travelers flying out of Puerto Rico will be able to use a regular driver’s license issued by the Commonwealth for domestic air travel until October 1, 2020, http://prfaa.pr.gov/prfaa-announces-the-rollout-of-real-id-licenses-in-puerto-rico/ After October 1, 2020, every traveler from every state will need a REAL ID-compliant license, if they choose to use this form of identification, for domestic air travel.  The Department of State is recommending people should acquire a passport card or Global Entry Card.

Real ID Driver’s Licenses in Puerto Rico
Real ID compliant licenses are available at CESCO’s in the municipalities of Carolina, Arecibo, Aguadilla, Ponce, Guayama y Humacao. To obtain a Real ID license, applicant must be present at all times and the name on all required documents must appear identical.
